District-wide Gifted and Talented Services

ISD 199 offers a continuum of services for identified gifted and talented students district-wide. The continuum is based on a Levels of Service approach.

Within Classroom, Beyond General Curriculum

Talent Development

  • Enrichment before, during, after school (i.e. Junior Great Books, Link Crew, WEB, Student Advisory, Youth Executive Board, Drama, Math League, Robotics, Marching Band, etc.)
  • Competitions ( i.e. Word Masters, Lego League, Quiz Bowl, Knowledge Bowl, etc.)

We have every learner in mind and are deeply committed to gifted services district-wide. We are currently working to identify opportunities to expand enrichment programming and services both inside and outside of the school day.

Gifted & Talented Education Specialist
Inver Grove Heights Schools is pleased to announce Rachel McLaughlin as its Districtwide Gifted and Talented Education Specialist, beginning in the 2018-2019 school year. Mrs. McLaughlin has been a teacher for grades 2-3 in Salem Hills Elementary School’s Atheneum Gifted Magnet Program for the past 5 years. During her time teaching in the program, she has successfully increased engagement, parent involvement, and performance scores while personalizing education for each of her students. Mrs. McLaughlin was also nominated for the Teacher of the Year Award shortly after starting her position at Atheneum.

Mrs. McLaughlin has earned a Gifted Education Certificate and recently earned her master’s degree in education at Hamline University in St. Paul. Her experience, education, and familiarity with the district will help the district continue to improve and expand its gifted and talented curriculum and opportunities. As Districtwide Gifted and Talented Education Specialist, she will also work to improve the district’s processes for identifying and supporting gifted and high-achieving students.


Gifted & Talented Advisory Council
The Gifted and Talented Advisory Council (GTAC) consists of representation from family members, community members, teachers, and administrators across the elementary, middle school, and high school levels. Members serve on a two-to-three-year rotating basis.

Role of the GTAC:
The Gifted and Talented Advisory Council (GTAC) provides an opportunity for active community participation in supporting and understanding the district’s gifted and talented programs K-12. The council provides input to the Department of Learning and administration on gifted/talented programming efforts that support district and board goals, policies and initiatives. The purpose of the GTAC is to:

  • Review and learn about gifted and talented learners, program processes, and options
  • Provide feedback on program ideas and implementation
  • Advocate for gifted programming in the schools and community
  • Serve as a liaison and information resource to their school's parent or school organization
